Pre-Congress Workshop - Sunday, 22 June 2008

Timings: Registration for this workshop will commence at 08:00. It will begin at 08:30 with refreshments, including lunch, being served at appropriate times. The workshop will conclude at 17:30.

Introduction To The Workshop:

Directing Safely aims to ensure that health and safety is appreciated by people at the most senior management levels. The course will enable top Directors/Senior Managers to review policy and strategies, and, where necessary, introduce changes to make their organisation operate more safely.

Directing Safely is for people with strategic responsibilities. It is for those Senior Directors/Senior Managers who determine that an organisation has an active health and safety policy within its corporate governance portfolio and follow it by delegating the dayto- day responsibility for safety to managers. The workshop is alsoused as a vehicle to introduce new corporate risk management strategies and the effectiveness of risk based decision making covering occupational and environmental issues. The intent and objective of the workshop is to facilitate the interaction of effective corporate decision-making and the cost effective management of occupational risk sensitive to business plans and operations.

Outcomes:

On Successful Completion Of The Course You Will Be Able To:
• Appreciate that the management of health and safety is a mainline activity which can be managed in a similar way to other business management functions, with reference to the concepts of HSG65 and BS 8800 and other established management systems such as OHSAS 18001, EN ISO 9000 series and BS EN 14001
• Ensure the establishment of the structure and organisation associated with the health and safety management policy
• Appreciate the financial implications of accidents, ill health and loss causing events caused by working conditions in terms of both insured and non-insured costs
• Describe the health and safety responsibilities of Senior Directors / Senior Managers in terms of corporate governance guidelines and common and statute law, with particular reference to regulations relating to the organisation’s area of operation and local regulatory bodies
• State the scope and nature of the penalties which may be imposed should offences under health and safety legislation occur, and identify the powers of regulators
• Identify what documentation and procedures an organisation is required to keep or carry out in order to satisfy legislation
• Outline the principles of risk management and be aware of how the law and corporate governance guidelines are shifting in emphasis to a non-prescriptive approach based on the assessment of risk
• The introduction of Corporate Risk Management approaches such as Risk Based Decision Making (RBDM) within specific business sectors i.e. hotel and leisure industry
• Define the concept of safety culture, the Senior Manager’s role in the development of a culture within a health and safety management system and how programmes can be developed to create and sustain this positive culture
• Describe the need for cost-effective and on-going training in an organisation, in respect of health and safety awareness
• Identify the roles and functions of a corporate health and safety team including safety practitioners and advisers
• Identify opportunities for improvements to profit margins by identifying areas that have been over-resourced financially by organisations in the mitigation of occupational related risk
• Fully appreciate the role of Risk Based Decision Making in identifying cost effective decisions covering risk transfer, risk reduction and risk retention applying health and safety effectively to identify cost savings


Workshop Leader:

Roy Bedson, Managing Director, CONSUS International, Registered Tutor, IOSH, UK


Roy has over 25 years experience in the management of occupational related risk. He has undertaken an MSc programme at the Robens Institute, University of Surrey and holds a Post Graduate Diploma in Occupational Safety and Risk Management, the NEBOSH Diploma in Occupational Safety and Health along with a number of professional qualifications related to Occupational Hygiene and Environmental Health. He is a member of a number of professional bodies, including the Institution of Occupational Safety and Health, the Institute of Risk Management, the International Institute of Risk and Safety Management, American Society of Safety Engineers, and is a Registered Safety Practitioner. He is also registered in USA as a certified professional environmental auditor specialising in health and safety. He has undertaken training of Enforcement Officers in all aspects of health and safety and legal compliance. Roy is on the approved list of health and safety consultant’s administered by IOSH and has undertaken both internal and external audits within the MOD (Army) and a diverse range of commercial and public organisations operating in the Food Processing, Energy Generation, Petrochemical, Process Manufacturing Industry, Hospitality, Healthcare, Engineering, Property/Construction and Local Government sectors. He also has extensive experience in undertaking a number of Corporate Risk Management system reviews and development programmes focused on business case imperatives which have identified tangible and significant improvements in production outputs and cost savings. In addition, he has delivered risk management training programmes and is a registered tutor for IOSH, NEBOSH and CIEH accreditations. Roy undertakes training and seminars on an international basis delivering courses in Europe and the Middle and Far East. Roy is a director of CONSUS International Ltd. providing consultancy and training services. He has also undertaken extensive training and consultancy support in the area of business risk management and has provided expert witness support with respect to accident investigation. Roy holds a number of citations and honours including the MBE, following high profile involvement in disaster management and relief while in military service with the British Army.
